Captain William J. Barich

Commanding Officer, NAVSUP Fleet Logistics Center Puget Sound

CAPT Barich, a native of Anchorage, Alaska, was commissioned through Officer Candidate School in 1998. He received a Bachelor’s degree in Business Administration (Management) from the University of Alaska Anchorage, Dartmouth College and he graduated from the Naval Postgraduate School with a master’s degree in Business Administration. He is also a 2022 graduate of The Executive Education Program: Leadership and Strategic Impact at Tuck School of Business, Dartmouth College.

At sea, Barich served as sales officer, cargo officer and hazardous material officer aboard USS Abraham Lincoln (CVN 72); supply officer aboard USS Robert G. Bradley (FFG 49), with the supply department earning the Blue “E” award for supply excellence; and assistant chief of staff for logistics (N41) for Expeditionary Strike Group (ESG) 7, where he planned and executed logistics support for the ESG and transiting amphibious readiness groups in support of theater operational plans, joint exercises and employments.

Ashore, he served as assistant aviation supply department officer, Electronic Attack Wing, U.S. Pacific Fleet; lead flying hour programmer, U.S. Pacific Fleet; and joint logistics planner, U.S. Northern Command, where he participated in numerous Department of Defense response efforts, including the Deep Water Horizon oil spill. He was operations officer, Naval Supply Systems Command (NAVSUP) Global Logistics Support – Ammunition, and NAVSUP Stakeholder Support Team, as well as executive officer, Navy Supply Corps School. He most recently served as the U.S. Pacific Fleet, Fleet Comptroller prior to assuming Command of NAVSUP Fleet Logistics Center Puget Sound.

Barich completed a seven-month individual augmentee deployment to Afghanistan serving as the Task Force Cincinatus S-1/S-4 officer to the 23rd Chemical Battalion’s missions within Bagram and four additional provinces.

Barich is a qualified surface warfare supply corps officer and aviation supply corps officer. His personal decorations include the Defense Meritorious Service Medal, Navy Meritorious Service Medal (five awards), Army Commendation Medal, Navy and Marine Corps Commendation Medal (three awards), Joint Service Achievement Medal, and Navy and Marine Corps Achievement Medal among various other unit and campaign awards. Barich received the 2003 Vice Adm. Robert F. Batchelder award for his contribution to supply readiness aboard USS Robert G. Bradley.

Commander Jennifer L. Charlton

Executive Officer, Navy Supply Corps School

CDR Jennifer Charlton, a native of Long Island, New York graduated from Strayer University in 2006 with a bachelor’s degree in Business Administration, and was commissioned in 2007 through Officer Candidate School, Pensacola, Florida. She also received an executive level certificate in Strategies for Building and Leading Diverse Organizations from Harvard Kennedy School, Harvard University in 2018. In 2019, she earned a master’s degree in Business Administration with an emphasis in Business Financial Management from the Naval Postgraduate School (NPS) in Monterey, California.

Operationally, she served as assistant supply officer onboard USS Ross (DDG 71), homeported in Norfolk, Virginia. She completed a 12-month Global Support Assignment to Djibouti, Africa as commercial bill pay officer for the entire Horn of Africa Region. She served as supply officer onboard USS Michigan (SSGN 727) (GOLD) completing two deployments, two voyage repair periods, and a maintenance repair period. She also completed two deployments while serving as principal assistant for logistics aboard USS Theodore Roosevelt (CVN 71).

Her shore assignments include commercial bill pay officer at Navy Information Operations Command (NIOC) where she managed the government purchase card program for four geographically separated command locations. She was the aviation support detachment officer with Naval Supply Systems Command, Fleet Logistics Center Norfolk. She was also the integrated weapon system team branch head for common systems with Naval Supply Systems Command Weapon Systems Support-Philadelphia.

Charlton reported to Navy Supply Corps School as executive officer in July 2023. She is qualified as aviation, submarine, and surface supply corps warfare officer. Her personal decorations include Meritorious Service Medal, Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (three awards), and other unit awards. She also earned Joint Professional Military Education (JPME) Phase 1 and Defense Acquisition Professional member. She was the 2020 recipient of Admiral Stanley R. Arthur Award for Logistics Excellence, Logistics Team of the Year while onboard USS Theodore Roosevelt.

Captain John A. Evans

Supply Corps, United States Navy

Captain John A. Evans is currently serving as the Assistant Commander for Reserve Affairs at Naval Supply Systems Command (ACOM SUP RES), Mechanicsburg, PA.

Originally from Pensacola, FL, Captain Evans graduated from Florida State University in 1998 with a Bachelor of Science Degree in Management Information Systems and a minor in English. He holds a Master of Military Studies from American Military University (2011) and a Master of National Security and Strategic Studies from the U.S. Naval War College (2020).

He was commissioned in April of 1999 and served as an Active Duty Supply Officer until 2005 when he became a drilling Reservist.  He then transitioned from a 3105 designator in the reserve component to a 3107 designator in 2009, to join the Training and Administration of Reservist (TAR) program.

His operational duty assignments included:  Assistant Supply Officer for Naval Mobile Construction Battalion FORTY, Port Hueneme, CA (2000-2003); Supply Officer Mobile Undersea Warfare Unit 212, Gulfport, MS (2005-2007); Executive Officer Navy Cargo Handling Battalion THIRTEEN, Gulfport, MS (2007-2009); Assistant Supply Officer Al Asad Air Base, Al Anbar Province, Iraq (2009-2010); Supply Officer USS STOCKDALE (DDG-106), San Diego, CA (2010-2012); and Executive Officer Navy Cargo Handling Battalion ONE, Williamsburg, VA (2012-2014).

Previous shore duty assignments include: Supply Officer Navy Recruiting Orientation Unit, Pensacola, FL (2003-2005); Director of Training and Readiness, Navy Expeditionary Logistics Support Group, Williamsburg, VA (2014-2016); Director of Logistics, Navy Reserve Region Readiness and Mobilization Command Norfolk, Norfolk, VA (2016-2019); student in the Senior Officer Course at the Naval War College, Newport, RI (2019-2020); Director of Reserve Readiness, Navy Supply Systems Command, Mechanicsburg, PA (2020-2021). 

Captain Evans is Seabee Combat Warfare Officer, Fleet Marine Force Officer, Surface Warfare Supply Corps Officer, and Navy Expeditionary Supply Corps Officer qualified.  Additionally, he has earned both Joint Professional Military Education Phases I and II designations.

Personal awards include three Meritorious Service Medals, five Navy and Marine Corps Commendation Medals, two Navy and Marine Corps Achievement Medals, the Expert Rifleman Medal, the Expert Pistol Medal, and various campaign and service awards.  
 

Captain Sean Neer

Commander, Naval Surface Force Atlantic

Captain Neer is a native of Sandusky, Ohio. He received a Bachelor of Arts in History from the Ohio State University and received his commission by way of Officer Candidate School, Pensacola, Florida in 2002. He holds a Master of Business Administration from the George Washington University. He has completed executive education at University of Virginia - Darden School of Business and Dartmouth College - Tuck School of Business.

His sea duty assignments include Disbursing Officer, USS Seattle (AOE 3); Material Officer, USS John F. Kennedy (CV 67); Supply Officer, USS Barry (DDG 52); and Supply Officer, USS Boxer (LHD 4).

Ashore, his assignments include Integrated Logistics Support Intern, Naval Sea Systems Command, Washington, D.C.; Readiness Officer, Commander, Task Force SIX THREE, Naples, Italy; Innovation Manager, Naval Supply Systems Command, Mechanicsburg, PA; Executive Assistant to the Commander, Naval Supply Systems Command, Mechanicsburg, PA; Executive Officer, Naval Supply Systems Command Fleet Logistics Center San Diego, CA; and Branch Chief, Pre-positioned War Reserve Materiel, Joint Staff (J4); Secretary, Joint Staff; Director of Management, Joint Staff.

Captain Neer is a member of the Acquisition Professional Community and is designated as both a Naval Aviation and Surface Warfare Supply Corps Officer. He was a recipient of the 2010 Naval Surface Forces Navy and Marine Corps Leadership award and a joint recipient of the 2014 Admiral Stanley R. Arthur Award for Logistics Excellence - Logistics Team of the Year.

His personal decorations include the Defense Superior Service Medal, Meritorious Service Medal (4 awards), Navy Commendation Medal (3 awards), the Navy and Marine Corps Achievement Medal, and various unit and service awards.

Captain Dena B. Risley

Director, Supply Corps Office of Personnel

Captain Dena Risley, is a native of Slidell, LA. She entered the Navy through the Baccalaureate Degree Completion Program in 2000, and received her commissioned through Officer Candidate School, Pensacola, FL in 2001. She is a graduate of Southeastern Louisiana University with a Bachelor of Arts degree in Elementary Education and earned a Master of Business Administration (Financial Management) from the Naval Postgraduate School.

Her operational assignments include Commanding Officer, Explosive Ordnance Disposal Expeditionary Support Unit Two; Supply Officer, USS WILLIAM P. LAWRENCE (DDG 110); Sales Officer, USNS COMFORT (T-AH-20); and Disbursing, Sales, and Food Service Officer, USS THOMAS S. GATES (CG-51). She completed two SOUTHCOM deployments in support of Counter Narcotics Operations and a Partnership for the Americas deployment.

Her shore assignments include Deputy Comptroller, Navy Expeditionary Combat Command; Assistant to the Director, Supply Corps Office of Personnel; Assistant to the Director, Supply Corps Detailing; Pit Boss/LCDR Detailer; and LT Shore and Overseas Detailer, Navy Personnel Command; Integrated Supply Team Chief, Defense Logistics Agency, Land and Maritime; Department Head, Special Boat Team Twenty-two; and Division Officer, National Naval Medical Center.

Risley is designated as a Surface Warfare Supply Corps Officer and Navy Expeditionary Supply Corps Officer. She is a member of the Defense Acquisition Corps and a Certified Defense Financial Manager. Her personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (three awards), Joint Service Achievement Medal, Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal (two awards), and various unit awards.

She is married to Rees Risley and they have two children, Morgan and Benjamin.

Master Chief Logistics Specialist Stephanie C. Tuttle

Aviation Warfare/Surface Warfare

Master Chief Tuttle was born June 16, 1974 in Lincoln Park, MI.  She graduated from Pine River High School in June 1992, and enlisted in the Navy on 28 August 1995.  She graduated Recruit Training Command, Great Lakes IL in October 1995.

She reported to the Aviation Support Division, Naval Air Station Sigonella Sicily as an Aviation Storekeeper.  While onboard she advanced to Storekeeper Second Class serving as an expeditor and carcass-tracking manager.

In January 2000, Master Chief Tuttle reported to Patrol Squadron 10 as the OPTAR Manager.  She had follow on sea tours at Patrol Squadron 26 and CVN-68 USS NIMITZ.  In addition, Master Chief Tuttle completed shore assignments at the Fleet & Family Support Centers onboard Naval Air Station Brunswick Maine and Naval Support Activity Naples Italy. She was also assigned to BUPERS-3 as the Supply Enlisted Community Manager (ECM) Technical Advisor.
Master Chief Tuttle reported to the CVN-68 USS NIMITZ in August 2019 and was the Supply Department Leading Chief Petty Officer.  As the Senior Enlisted in the department, she was responsible for over 400 Sailors across 12 divisions.  

Master Chief Tuttle earned her Masters of Business Administration degree in 2009 from Southern New Hampshire University and is a graduate of the U.S. Navy Senior Enlisted Academy Class 191.  Her personal awards include the Meritorious Service Medal (2), the Navy and Marine Corps Commendation Medal (3), Navy and Marine Corps Achievement Medal (5 awards), Military Outstanding Volunteer Service Medal and various unit and campaign awards.  Master Chief Tuttle is married with two children and currently resides in Memphis, Tennessee.  

Captain Alexander D. Wallace, III

Joint Staff

Captain Alex Wallace, III is a native of Mobile, AL. He enlisted in the Navy in 1993, completing Machinists Mate “A” and “C” schools prior to reporting onboard USS Topeka (SSN 754). He is a 1996 graduate of Broadened Opportunity for Officer Selection and Training (BOOST) and was commissioned through the Naval Reserve Officer Training Corps (NROTC) Program at Auburn University, Auburn, AL earning a Bachelor of Science in Management. He later earned a Master of Business Administration focused in Acquisition and Contract Management from the Naval Postgraduate School and joint professional military education at the Joint Forces Staff College. He also completed Executive Education at the University of Pennsylvania’s Wharton Business School.

At sea, he served as Supply Officer, USS Frank Cable (AS 40), in Apra Harbor, Guam; Stock Control Officer, USS Harry S Truman (CVN 75), in Norfolk, VA; Supply Officer, USS Jacksonville (SSN 699), in Norfolk, VA; and Anti-Submarine Module Officer, USS Dwight D. Eisenhower (CVN 69), in Norfolk, VA.

He commanded NAVSUP Fleet Logistics Center Bahrain through a pivotal time that provided logistics support of kinetic operations in the Red Sea. His shore assignments include Director of Contracts at NAVSUP Fleet Logistics Center in Jacksonville, FL; Director of Common Systems Contracts at NAVSUP Weapons Systems Support in Philadelphia, PA; Integrated Supplier Team Chief and Executive Assistant to the Commander at Defense Logistics Agency, Land and Maritime in Columbus, OH; Cargo Administrative Deputy, CTF-53, in Manama, Bahrain; and Director of Contracts, Strategic Systems Programs in Washington, DC.

Wallace reported to the Joint Staff on 17 July 2024. As a Navy Supply Corps officer and Joint logistician, he has deployed across the globe in submarines, aircraft carriers, tenders, and expeditionary teams. A member of the Defense Acquisition Community, he is qualified as a Naval Aviation, Surface, and Submarine Warfare Supply Corps Officer.

His military decorations include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Navy Commendation Medals (four awards), Navy Achievement Medal (three awards), and various unit, campaign, and service awards.
